So after some helpful feedback I adjusted the base of the top of the head. From there I extruded to form panels and dips to accentuate the panel look. I am however not too satisfied with the panel extruded for the eye. It just feels off. The cavity for the eye itself I do enjoy quite a bit. 
The front profile of the model I enjoy quite a bit. The only thing I want to adjust is the roundness at the top. It feels far too flat. If I decide on it being more flat to be more mechanical then I may go in a different direction. I did try and flatten the front to match more with concept art but I just didn't enjoy how that affected the form.
I decided to try working on the bottom of the head: the jaw. This Is where I ran into issues. I extruded and extracted from the bottom of the top but it made it difficult to adjust. I'm going to likely scrap what I have to model it out from scratch. First I want to actually model out a rough interior for the mouth because I want to rig the model to open its mouth. That will change the geometry so I kind of wasted my time trying to do the lower jaw, but it did help me visualize a more complete model.

I lastly detached the head from the body so I could model both more freely. The body is now at a state that I absolutely despise. Alas such is the process.
